PEER REVIEW

The Editorial Board provides independent peer review of manuscripts.  Articles submitted to the Editorial Board of “Visegrad Europe” are to comply with the rules for the submission of manuscripts by authors.

The peer review procedure consists of the following stages:

  1. Expert examination of the article by the executive secretary of the journal for compliance of the article with the profile of the journal and the requirements for registration. The executive secretary submits the article for consideration to the Editorial Board of the journal, which determines the scientific value of the manuscript. The reviewer has to have deep professional knowledge and work experience in a specific scientific area and be a recognized specialist in the subject of the reviewed materials.
  2. If the materials meet the above criteria, the journal editor-in-chief appoints a reviewer — a specialist with a scientific specialization close to the topic of the article. The reviewing period is 2 months.
  3. In order to avoid conflicts of interest, the review of articles is external, i.e. the reviewer cannot be the author or co-author of the reviewed manuscript, as well as an employee from the organization where the author of the scientific article manuscript works, is in postgraduate or doctoral studies.
  4. In the course of peer review, the reviewer assesses the relevance and scientific novelty of the research results submitted for publication, their theoretical and practical significance, the availability of necessary references to data from other works. Based on the analysis of the article, the reviewer draws up a conclusion on the recommendation, revision or rejection of the article for publication.
  5. In case of a negative assessment of the manuscript, the reviewer has to substantiate his/her conclusions.
  6. If the manuscript does not meet one or several criteria, the reviewer indicates in the review the need to revise the article and makes recommendations to the author regarding the improvement of the article.
  7. The Editorial Board sends the text of the review to the author of the reviewed article by e-mail without specifying the name of the reviewer.
  8. The final decision on publication is made by the Editorial Board based on the recommendations of the reviewer, the scientific value of the work and its compliance with the journal’s subject. An article rejected by the editorial board is not accepted for reconsideration. After the decision on publication is made, the executive secretary of the Editorial Board informs the author about it and indicates the publication time.
  9. Not accepted for publication:
        • articles that do not meet the requirements of the journal for manuscripts: if the authors refuse technical revision of the manuscript, the articles may be rejected without an external review procedure;
        • articles whose authors fail to implement the reviewers’ comments without providing a reasoned response.
  1. The Editorial Board keeps the reviews for five years.
  2. The editorial board of the journal undertakes to send copies of the reviews to the Ministry of Education and Science of the Russian Federation upon receipt of the corresponding request to the editorial office of the publication.
